Trade off with 1 card left in the deck

Title pretty much sums it up. Can one use Uxie Lv.X's trade off pokepower when only one card is left in the deck? I would think not because isnt the #of cards left in the deck public knowledge, and the person using the power would not be able to finish the power in ways of its text and not put the "other" card on the bottom since there is no "other" card.

Yes.
You do as much as you can.
In this case, you draw and keep the one card.
