Tropical Breeze?

I remember that a card with the name "Tropical Breeze" was discussed a while ago. As far as I remember, there were only a few copies of it in the whole world, and it was handed out at a TMB I think.

Does anyone know more about this card? Like how much it's worth, what the text is and how many copies there are worldwide.

I think it's called Tropical Wind. That's its name on Apprentice, anyway. According to Apprentice, it's a Japan only card, and the text is as follows:
"Flip a coin. If heads, remove 2 damage counters from each player's Active Pokemon. If tails, each player's Active Pokemon is now Asleep."

There's an exception to every rule, except this one. This one has two.

This Tropical Wind card was given to 23 players who participated for Tropical Megabattle in 2001 as well as the first ever VS card printed outside Japan. It has got
Japanese,English,German,French and Italian versions. I think that the Italian & German versions are the rarest.
