Scizor SF's pound down affected by Unown?

If Unown [Q]'s Poke-Power (Quick) is used and Unown [Q] attaches to Scizor SF as a Pokemon Tool card, does Scizor SF's "Pound Down" not get the + 30 damage? Or is a Pokemon Tool card different from a Pokemon with a Poke-Power?

Once it's a Tool card, it is no longer seen as a Pokemon in play and doesn't affect Pound Down.
