Yet Another Junk Arm Question - Isn't Discarding 2 card "doing something"?

Based on recent answers from AtRT to Junk Arm questions, it seems the reason that you can't play Junk Arm and discard two non-trainers, if there's no trainer cards in the discard pile, is that you can't use a trainer card for no effect.

My question is, isn't "discarding two cards" doing something? Or is it considered a condition, or cost, of using Junk Arm, and the only actual effect is getting a trainer card from discard pile (much unlike using a power for nothing, say, Nurse call for no damage removal)? Thanks much.

No, you can't play Junk Arm with no Trainers in your discard pile.
