Failing a search

If someone was to use a communication or Bebe's, and fails the search, then later that match, does another and successfully completes the search, is that counted as cheating?
If no, does that mean you can fail or succeed most searches of the deck for specific cards?

1. no, not cheating.

2. Yes. Any deck search for a specific type of card can be failed.
