Staraptor FB Whirlwind

If I ko a defending pokemon with staraptor fb's attack whirlwind

30 Damage
"Your opponent switches the defending pokemon with one of his or her benched pokemon"

I am guessing that they would not promote a new pokemon and switch it out because the switching effect was on the previous defending pokemon which is now ko'ed. Is this right?

Right. While, strictly speaking, that effect still happens, the KO renders it moot.
