Here's what I would do:
-4 Phanpy HS -2 Donphan Prime -1 Machop -1 Machoke -1 Machamp +2 Junk Arm +3 Plus Power +2 Phanpy CL +2 Pokemon Collector Lostgar will still be playable in HGSS rotation, so running too many Pokemon's not going to be a good option. The Junk Arms will allow you to discard some extra clutter out of your hand while pulling back out Plus Powers, Pokemon Communications, and Super Scoop Ups. Also in my current DonChamp deck, I'm running the CL Phanpy instead of the HS. The Poke Power helps keep him alive with a bad start.

No, It lets phanphy stay alive. The body has nothing to do with phanpy.

it says phanpy on the card. . . anyway, I think you should do this:
-2 hs phanpy -2 machamp prime +2 phanpy cl +1 machamp sf +1 machamp lv.X

The pre-release Phanpy cards from the packs the majority of us received says "Phanphy" on the text of the Poke-Body......

/sarcasm In all seriousness 5 draw supporters is no where near enough to keep this deck always on it's feet. You should really try to include some Juniper. I also think that there is no need for a 4-4-4 Machamp line WITH 4 Rare Candy. Ask yourself... do you REALLY need Machamp out THAT fast? Of course not. I run a 3-2-3 line with 2 Rare Candy. WIth 4 you have a bigger chance of starting with one, meaning it's going to slow down any Donphan setting up on your bench because you don't run switch to get Machop out of the active. I run Switch but it is not needed. Smeargle isn't the greatest starter we've got. If you like him, then go ahead. In terms of HP, it's much better than Cleffa but you could take out 1 Smeargle for a Cleffa so you get that constant PONT for a few turns. However, there are some VERY important cards you're missing in this deck. PlusPower and Pokémon Reversal are extremely useful in the deck by preventing your opponent setting up. This is very important when you're against MagneBoar, the most hyped deck of HGSS-on. BY taking out the Tepig/Magnemite their draw engine is gone. They are left with Cleffa to set up who will eventually flip heads and die or get killed by a Machoke.
