Release date/when to use cards

The new Black and White cards (promo and the ones I posted from the preview pack) are sold overhere in stores.
But can I use them in a tournament deck?

Or when can we use them?

I am a bit lost this time on when they become legal.

Black and White becomes legal when the set is officially released.
Not the tins.
Not the theme decks.
The actual set.
