Zangoose+Dark Dragonite Combo

Scenario

His Turn

My Active
Togetic(1 Psy Energy,1 DRE)

My Bench
Slowbro(1 DRE)
Jumpluff(1 Psy Energy)

His Active
Zangoose(1 Rainbow Energy)

His Bench
Dark Dragonite( No Energy)
Dark Dragonite( No Energy)

My Question is would my opponent be
able to attach a Rocket Energy to Dark
Dragonite and then move it to Zangoose
so it can use it's second attack.

If so how much damage would it do? 60 or 70?

No, just like DRE cannot be moved onto a Basic Pokemon, you cannot move R-Energy to a non-Dark Pokemon or one that does not have "Dark" in its name. Same applies to Aqua/Magma Energy; Dark Dragonite can move it around, but only to a Pokemon with "Team Aqua" or "Team Magma" in its name.
