What is the rulling for blastoise ex's poke power? Is is 10 damage per energy i place down or 10 damage to any pokemon i use to power on?

It's just like the card says.
Each use of the power places one energy card. Then you place a damage counter.
Then, if you choose, you can do it all again.
There is nothing in the text about playing groups of energy cards all at once.
