Between turns clarification

Hey PokePop. On this thread you detailed the step that things happen between turns. I do have one question, though in regards to the wording of Serperior (6/114) and if it would supersede the normal order. Serperior states the following for its ability:

At any time between turns, heal 10 damage from each of your Pokemon.

In the past the wording has been "between turns, do something." With Serperior is it possible that you could do the effect before Poisoned, Burned, Asleep, and Paralyzed? Could you remove damage between the poison step and burn step? The only reason I ask is because of the phrase "at any time." Sorry if this seems like splitting hairs.

KOs are not checked until everything is done, so in this case, it makes no difference.
