Time Limit in Top Cut

21.3. Match Time Limits
Single-game matches should be a minimum of 30 minutes plus 3 turns for Constructed
tournaments or 20 minutes plus 3 turns for Limited tournaments.

Best-of-three matches should have a minimum time limit of 45 minutes plus 3 turns, with no
maximum time limit. The specific time limit for each round’s matches should be announced by
the Tournament Organizer at the outset of the tournament.

So is there no standard time limit for top cut? is it always 45 minutes +3? It says it could be more. Furthermore wouldn't having longer top cuts in some areas create unfair advantage? In all of my searching I can't find a definite answer.

This is in regards to Top Cut at Nationals, but premier tournaments in general.

There are often venue restrictions that limit the time that can be allotted for top cuts.
Giving a longer top cut won't be good for the tournament if it has to shut down before it has finished!

Sorry Pop I was curious on the top cut time limit for US Nationals this year in specific and if, barring the venue restrictions, there was a standard time in general.
