Can I use Simisear's (BLW-22) first attack when my opponent has no benched Pokémon?

As I said in the title: can I use Simisear's (BLW-22) first attack (Flame Burst) if my opponent has zero or just one benched Pokémon?

You can always use an attack.
You do as much as you can.
So you would do just the damage to the active.
