Ruling on Signed Cards

Is there a ruling on being able to play cards that are signed (ie have a signature on them)? In other card games, markings are allowed so long as they don't interfere with the card text/leave the image, so I was wondering if a similar rule applied to Pokemon cards in tourneys as well.

They used to be allowed.
The current rule now, though, is that they are not. No markings on a card at all.
