Modified Format - Promos allowed?

OK, editing this post, no offense pop, but in the Premier TO group list, it was marked as unclear if it was all of the promos, or if the promos were legal that were released since Expedition (which would include best, and possible recycle energy....please have someone from PUI respond to this to make it definitive)

As we have tourneys starting to be scheduled, we need clarification on this point....players already starting to build decks without Elm!

In the new rules for Modified Format (now posted)

It is unclear when it states promos are allowed, which promos are allowed, exactly.

Is it -

a) Nintendo only promos
b) Only black star promos (no best or other promos)
c) All black star Promos (from Pikachu #1 , including Best, including Nintendo)

Please let me know....

Also, since Recycle energy was released as a promo energy (No star though), is Recycle Energy legal in modified, or is it not legal at this time....

Couple quick questions, as we look forward to running modified events (hopefully starting TONIGHT!!!)

Black Star 001 and up, so that's the R/S promos, not the WotC ones.
