Ludicolo DX Circular steps attack says...
"Does 10 damage times the number of Pokemon in play
(both yours and your opponent's), Excluding Ludicolo"

My question is does it mean it excludes the attacking ludicolo or all ludicolo in play?

It's self referencing and means the attacking Ludicolo, not ones on the bench or on the opponents side of the field.
