Ultra Ball is better than heavy ball because it fuels your Boar engine.

I don't know what set number the Victini says, and you will not be able to do 150 damage every single turn, at the earliest you get T2 and more likely T3.

Your strategy is not specific enough for me to help you much.

I'd probably run something closer to this. Super Scoop Up is just too good in this deck not to use. It won me so many games at States (this is actually a pretty similar list to what I used other than Junk Arm and other HGSS shenanigans of course).

-3 skyarrow bridge (it doesnt really help your pokemon line since they have heavy retreat cost)
-3 plus power ( you dont need plus power)
-3 eviolite ( tool scrapper will just remove eviolites so its best not the use them)
-1 Pignite
-2 heavy ball

instead

+2 switch
+4 super scoop up (to recycle heavily damaged reshiram EXes)
+1 cheren (for consistency)
+1 juniper (for consistency)
+1 N (for consistency)
+1 Random Receiver (for consistency)
+2 pokemon communication (heavy ball doesnt search for tepig, you'll need pokemon communication)

But if you like one-shotting pokemon I recommend Rayquaza EX but the build will be very different

Mewtwo will be in a tin soon, so it will be really easy to get.

As for the list, I used to run Reshiboar, so I can tell you that you need some alternate attackers. I would recommend Tornadus-EX and maybe an Entei-EX, as well as a single copy of Reshiram BW. Also, you will need 2 Mewtwo, but they will cost like $5.
