Ok, lets say I got 2 scramble energies attached,Double Rainbow attached, and a Rocket Energy..
Now I use a attack that does +10 for each energy attached...does it do +40 OR do the scrambles count as 3 each and the double as 2 and the R as 2 making it +100?

If the attack says "for each energy" and not "for each energy card", then a Scramble Energy card currently providing 3 energy would count as 3 energy. Similarly a DRE would count as 2 energy. Note, though, that if attached to the attacking Pokemon, a DRE would also subtract 10 from the damage, so it's not very effective.

In your example, the attack would do +90. That's +100 and then -10 for the DRE's drawback.
