"Baby" question

Let`s say that you have the first turn of the game and you have Wynaut as your active Pokemon so can you "evolve" Wynaut to Wobbuffet.I think yes because it isn`t evolution it is poke power of Wynaut so please I need right ruling for this, thanks already

Yes, since you are evolving via a Power, you can do it turn one.
