Depending on the feel of the Pokeblock, your Pokemon can only eat so many before it won't eat any more. You need Pokeblocks with high levels and low feels in order to max out Feebas's beauty. It doesn't mean that it doesn't like you, it's full and it can never eat more Pokeblocks.
DO NOT use Chesto Berries, they're not strong enough. Use Hondew and Kelpsy.

No.
Lum gives you some of the worst pokeblocks in the game. Do not make pokeblocks out of Lum berries.

Also try and get a Feebas with a nature that promotes Special Attack. Modest, Mild, Rash or Quiet. Pokémon with these natures prefer the Pokéblocks that raise Beauty, which means their Beauty condition will raise more when they eat those Pokéblocks.

Once you catch it, it will say what nature it is under it stats. So you just have to keep trying.

Also, just breed it with Ditto(if male), or any other thing Poke in its egg group.

An easy way to make the right PokeBlock would be to link up with a friend and use Chesto and Razz to make the PokeBlock. It should have about 20feel and 24Lv. (If you are decent at getting the blue O's) Eight of them usually does the job for me.
