Question on Dr Shark (autograph)

I am wondering if anyone know the Dr name for the autograph as in
cec.wustl.edu/~lgl1/auto
I was stupid enough to do a search in Japanese years ago and put the name in powerpoint and save as jpeg and forgot I cannot type in Japanese. Did anyone know the name of the autographer in American?

It is the person with card on his forehead. His autograph is a shark.

also, there was a card that showed ooyama and "the secret factory that makes all the pokemon cards."
