Tournament: 1st Place Tie

In Tournaments, if 2 Trainers are tied in points for first place, the computer decides who wins through toughness points.

My questions are:

1: What determine's how many toughness points a person gets?
2: Why is it set to determine the game that way? Wouldn't it be more honorable to have a tiebreaker round to determine the winner?

I was in that situation in a Ruby/Sapphire Challenge, and I would like to know the answers for future reference when I go into other tournaments.
