XD Question

You know where the hooks are in the building on the island near GatePort? Well I went past it a while ago not knowing what to do with the blue/orange hooks. I just came all the way back to heal and now I just can't live with missing an item. So how do you work the orange hooks and what do the blue circles do? Also, what happens when you lose? Do you start at the beggining of the base?

They transport you over holes, fall from the above floor to reach, then ride them back.
