1) u cant mulligan with only fossils in hand right?

2) can i use the old print of myst fossil(10hp) to replace the new myst fossil LM?

Correct on both.
If you have a fossil and no other Pokemon in your starting hand, you have to place it as your active.

Old Mysterious Fossil cards are now played with 50 HP.
