Rare Candy

Rare Candy reads:

Choose 1 of your Basic Pokemon in play. If you have a Stage 1 or Stage 2 card that evolves from that Pokemon in your hand, put that card on the Basic Pokemon. (This counts as evolving that Pokemon.)
I have seven cards in my hand, an Armaldo EX active, and an Anorith on my bench that was played through Strange Cave. In my hand I have Steven's Advice, a Rare candy, and various other cards (supporters, special energy cards etc.), but no Armaldo. Am I allowed to play Rare candy, moving it to the discard, and then play Steven's Advice, as I have followed all the obligatory steps mentioned on the card (to choose one of my basic Pokemon in play). I have no Armaldo, so the IF part of the Card isn't carried out.

Can I do that?

No, you can only play Rare Candy if you have the evolution and play it.

btw this question is the very first one listed under Rare Candy in the Trainers section of the Compendium. Take control of your Ruling Needs and make the Compendium your friend. It is a lot quicker than waiting for a reply in a forum.
