Emerald Deoxys and Safeguard

Q. Can Deoxys-EX's "Fastwave" attack get through Ursaring's "Intimidating Ring" Poke-BODY?
A. Fastwave only prevents the *amount of damage done* from being affected by Poke-Powers, Poke-Bodies, etc. Since Deoxys-EX is a Basic, Intimidating Ring doesn't even let it start the attack in the first place. (Sep 29, 2005 PUI Rules Team)

Intimidating Ring states: As long as Ursaring is your Active Pokemon, your opponent's Basic Pokemon can't attack or use any Poke-Powers.

Now, is it because Intimidating Ring "doesn't even let the attack start in the first place" that it stops Deoxys EX's attack? Unlike Safeguard that just prevents that pokemon from being effected by the attack, not stopping Deoxys EX from attacking, thus it's attack gets past safeguard and hits regularly?

There is no attack.

From the Compendium:
