Exeggutor Delta and HL Rhydon

If I have a HL Rhydon active with 70 damage on it and my opponent uses Exeggutor's split bomb to KO the active rhydon, does my opponent get to use the other 30 damage to place on a benched pokemon.

No. Your opponent would attempt to do all the damage at once. They could only do 30 damage to your Rhydon.
