2009-2010 Modified Format Legal Card List
The following is the updated version of all English released cards that are legal for the Modified Format, 2009-2010 season starting September 1st, 2009. The Modified format only permits cards from the most recent Pokémon Trading Card Game sets, however these sets sometimes contain reprinted cards from older sets, making those older cards also leagal in the Modified Format.
Updated November 13th 2009 with Arceus and newly legal cards from older sets reprinted in Arceus. Modified Format Legal Card List If you are playing a card that has had text modified in later printings, you must have either a copy of the official Card Dex (available at http://www.go-pokemon.com/op/tournaments/card-dex.html) or a card with the most recent printing outside your deck available as a reference for your opponent. These are pre-packaged decks which have extremely powerful cards based on winning competitive decks. These cards are identified by a silver/grey border on the front, a signature in the lower right hand corner of the picture on the card and a unique card back. None of these cards can be in a deck in a Pokémon Organized Play event; this includes the basic Energy cards from these decks. Cards marked “NOT TOURNAMENT LEGAL” in the lower left hand corner of the card cannot be used in Pokémon Organized Play events. If you use any foreign language cards you must provide either an English card from outside of your deck or a copy of the Card Dex (found at http://www.go-pokemon.com/op/tournaments/card-dex.html. Note that this tournament season, you may only have a maximum of 10% of your deck conprised of Foreign cards, including Japanese. If you use any Japanese Cards in your deck the set the card came from must have been released in your country/region in order to use them. If you use a mixture of Japanese Pokémon Card Game and any other Pokémon Trading Card Game cards (from anywhere outside of Japan) you must sleeve your deck completely with opaque sleeves. Note that only solid color sleeves or official Pokemon sleeves with solid colored edges are legal sleeves for sanctioned tournaments, with the exception of Prereleases. Wasn't Jungle Pika the one with a single attack? I'm pretty certain that one hasn't been reprinted, unless I missed something...
You might want to add the "significant change" text after SS Myst Fossil, since that one has listed 10 HP. What sets have the Pokes listed from HL, RG, and TRR? Not disputing you, just wondering...

On reviewing the Jungle and POP4 Pikachus, I notice that the attack cost is slightly different!
Jungle Pika's attack costs LL while POP4 Pika's attack costs LC! So, I'll have to check if this counts as a reprint. Every other stat is the same, including the attack damage and effects!
