It does unless it's a new card. This card was on the gameboy tcg game.

Yeah, it does nothing but Confuse your Active Pokemon.

The flavor text went something like this: "Imakuni want you to play him as a Pokemon, but you can't. he wanders the world asking kids 'Who do you think is cuter: Pikachu or me?'"

I'm almost positive I left a few words out, though.
