Metal special energy

The new energy states damage done by attacks to the pokemon are reduced if it is a metal type. Does this mean Aggron's attack : Hard Metal "You may do 60 damage pluse 40 more damage. If you do Aggron does 40 damage to itself." with metal special energy attached would the damge to Aggron be reduced?

Yes. It does not specify what Pokemon is doing the attack.
