Strategy:
Start with mew and set up muk. When muk is active evolve zubat or golbat and the poison the defending pkmn. In this case the defending pkmn can't retreat and is confused and poisoned. I've put in it 1-1 Furret to set up quickly. Latios d ex is to defeat flygon d ex that is the main problem of the deck

Here's what I would do:

-1 rowan
-2 quick ball
-1 pokenav
-1 holon energy wp
-1 windstorm
-1 psychic energy
-1 steven's
-1 tgm

+1 latios d ex
+2 water energy
+2 castaway
+2 in any combo of buffer piece and strength charm
+2 mentor

This will help you get latios out a lot easier if you need to.
