tied on prizes, attack KOs both Pokemon at the same time

Both players are equal on prizes when time is called. Player A uses an attack which KOs both his and Player B's Active Pokemon at the same time. According to the rulebook, Player B is the first to place a new Active and take a prize, before Player A. Does this mean that Player B would win since he is taking his prize first?

No. Both Pokemon are Knocked Out.
You are just referring to mechanics of Play Area management.
It remains tied.
