For 3 energy he can do 80 damage, but next turn 30 more damage is done to him. You would usually use it after the "Stance" poke-power, which protects Lucario lv.X from all attacks for 1 turn. The point is you can scoop up Lucario lv. X and switch for another Lucario and Lv. that one up. Or you could re-use Absol ex so that Rampardos' Assurance can work more often. Omastar (PK) can then devolve all your opponent's pokemon, so if you're playing aginst any stage 2 deck you can just keep on devolving them. If you have damage spread like Absol ex and Lucario, you can KO several pokemon at once. It's also good that all pokemon have such low retreat costs.

i dont think you can rare candy fossils so just to be on the safe side i would drop 2 of them and add another cranidos and omynite
