Rare Candy and Elekid

Can you use a rare candy to evolve a Baby Pokemon to a stage 2 (Like evolving Elekid to Electivire). There is nothing in the rules about this bso I am rather unsure;

That will not work. The Baby Pokemon evolves through a Power, not the normal evolutionary process, so Rare Candy will not work on it.

Nothing in the Rule Book, but lots of rulings.
