Rare Candy, does it take a turn?

i'm curious as to whether rare candy can be use during the turn you played a basic pokemon on that pokemon.

Ex. I play diglett on my bench, then i use rare candy to evolve him into dugtrio on the same turn.

i realize it says (this counts as evolving that pokemon) but one of our "go-to-guys" for ruling says you can, i kinda sense foul play becuase his whole deck is about evolving quickly (garchomp and porygon z both lv.X) so i just wanna be sure before i call any one on it.

He's right.
You can use Rare Candy (or any other effect) to evolve right away, even on the first turn.
Effects get to bypass normal game rules.
