i want this to be awnsered, the reason would be to start with 2 duskull (evolve 1 into 1 and 1 into dp) if they had 4 or more basics. thx in advance

There is no rule for this.
I can't make one up.
And anyway, what kind of bad player is going to fill their bench on the set up? At most, a good player is going to put down three basics. If even that many!
