Trainer: Mysterious, Root & Claw fossils - Mulligans vs. Setup
I am playing a deck with no Basic Pokemon and 12 Fossil Trainers. The Fossil mulligan rule, in effect, allows me to declare a mulligan after every shuffle until I choose to use one of those Fossil Trainers a Basic Pokemon and place it face down in play. In tournament play, what is the practical limit, if any, to mulligans with this type of deck?
Here is the Fossil ruling from the Sandstorm FAQ: In addition, if you start a game without Basic Pokémon in your hand, but have any number of Fossil Trainer cards, you have the choice of whether or not to shuffle your hand back into your deck and draw 7 new cards. (If you choose to re-draw a hand of 7 cards, your opponent still chooses whether or not to draw an extra card.) |

There is currently no hard-and-fast rule regarding how many times one may be permitted to Mulligan legally. However, it would be up to the tournament judges' discretion as to whether it can be considered stalling, or delay of game, or unsportsmanlike conduct, or one of those other "gray areas".
In my opinion, if this person did not resolve their Mulligans within 5 minutes of the start of the match then I would first Caution them, and then possibly escalate it to Game Loss if it happens repeatedly. My $0.02 (not necessarily "cold, hard, fact"), - CHRISBO |
