its power says:"each of Ludicolo's attacks does 60 more damage to the defending pokemon"

does this still count when my opponent reatreats his/her defending pokemon or does it trigger on the defending pokemon that is active when ludicolo attack ??

The effect resides on Ludicolo. It doesn't matter if either player's Pokemon leaves the active position in this case, since it is an effect from a Power.
