This deck that I thought of, it may work out but my idea was to charge either Electabuzz up and try to remove the opponent with ER2. Hopefully Electabuzz EX may would do good or not in this deck, but I'll try it out sooner or later.

Actually since the name of the Pokemon is Electabuzz ex it is different than Electabuzz. Therefore, you can use 4 of each.

Oh I'm quite sure. Your deck is legal. When ex Ruby & Sapphire was released, this was discussed. I remember Carrington338 posted a deck for each ex pokemon w/ 4 of the ex version & 4 of the normal version & sometimes 4 of the gym version.
You could put in 4 Electabuzz, 4 ex Electabuzz, & 4 Lt. Surges Electabuzz. Of course, its possible Nintendo could change that rule, but it should be the same as the gym sets rules of Electabuzz is separate from Lt. Surges Electabuzz. Because the actual name of the card is different you could put 4 of each. Until Nintendo says otherwise, the general population of pokegym agreed this was the proper rulings.

Exactly, since the Pokemon is also refers to itself as "so and so" EX, they prove they have another name, so yes, they can be used.

Other than that, the deck looks good, but I wouldnt wan 4 EX Pokemon in my deck, it just increases your chances of having 1 Energy and Electabuzz EX as your only good cards.. and that means 2 free prizes for your opponent. I'd take it down to 2, maximum 3.
