First off, you have 62 cards in your deck (there are 13 Energy, not 11). 60 is the number in a deck, no more, no less.

In my experience this deck can be kinda slow to get out. But...
I like Elms Training Method as it lets you go get an evolution even if you don't have a pokemon in your hand. I play a Beedrill deck and I use Undersea ruins to devolve at will and then Lure Ball to get 'em back. I also have a few Retro energy to use if the coin flip fails. Works very well.
With that in mind I would:
-2 Broken Gym
-1 Beedrill
-1 Kakuna
-1 Elm
-2 Focus Band
-1 Hyper Devo Spray
-1 Pokemon Trader
-1 Double Gust
-1 Copycat
-1 Boost
+2 Undersea Ruins
+1 Town Volunteers
+2 Lure Ball
+3 Retro energy
+2 Elm Training Method

There was a post earlier in a thread about undersea ruins, and how that helped the opponent as much as it helped beedrill, because the opponent can just devolve to rid itself of status effects. That's something you might want to consider. You also might want to consider (as much as it pains me to say this) tyrogue, as anti-electabuzz.

Cheers,
