I've done the original Base Set, Jungle, Fossil, and Base Set 2 theme deck remakes. Am I done yet? The answer is: no. Now it's time to remake this Team Rocket theme deck for the Modified format! First, here's the original Devastation:

Now it's time to remake the deck for the Modified format.
And the first step is to "trim the fat". 26 Pokémon is too many! So I decided on lines I didn't want--and wouldn't work. And some rebuilding was necessary--I had to scrap the entire Grass side of things. Since I wanted to keep the "Dark" theme Team Rocket set in, and wanted no use of Breeder, Dark Ariados was pratically my only option in this case. I made it 4-3. The Spinarak I chose was one from Aquapolis). I also used Scyther as the BBP in this case (thought about adding some Dark Scizor as well, but decided against it). The last 5 Grass cards were reserved for Trainers.
Now I wanted to build a decent Water line. I eventually decided on Dark Omastar, making 4 of the "set-aside Trainers" Mysterious Fossils. The Squirtle line set aside those. I then dropped the Magikarp for another Trainer, and made the Eevee into the Neo Discovery version.
Now for the Trainers. After dropping 8 Grass Energy in favor of Trainers, I then did this to the mix: I made the Gust, the Imposter Oak's Revenge, and one set-aside card and put in The Boss's Way. The Potion and Super Potion became Moo-Moo Milk. I made one of the set-aside cards into additional Full Heal, another into Boost Energy. Three of the set-aside Trainers became Copycat, two more became Rocket's Hideout, and two more became Town Volunteers.
And here is Devastation 2K3!

Hi! The new version of the deck is quite interesting, but in my opinion still needs a few changes. All the Pokemon are O.K, but Trainers... Forget about Energy Stadium here- there is a duty Gym in Dark decks- Rocket's Hideout. To get energy cards from discard pile, the very good Trainer is, of course, Town Volunteers. 1 or 2 can save your life.
Apart from this, better get rid of these Mysterious Fossils, Fossil Eggs are just better. You could drop some Full Heals, why the hell you've got 3? You can stay with 1 or 2. Not sure, how about Boost energy for Dark Vaporeon?

I played a fun deck kinda like this once. Except it didn't have Dark Ariados, instead it had Dark Scizor. Here's the decklist

Correct me if I'm wrong, but if you are trying to make them follow the rules of Theme Decks, you have too many rares/holos. Theme Decks are limited to 3 rares. There may be a limit to the number of Trainers as well... I'm not sure about that.
