I did this deck a long time, and did it little changes. In a free format, what can i do to do it better? I choosed water because have some pokemon that remove energy and doesn't have resistance. I wish to trade the poliwag's line to some other quicker pokemon that can remove energies from the opponents. I'm just a beginner, so , please, don't laught my "stupid deck".
energies(20) 15 water 4 doubele colorless 1 potion energy 1 full-heal energy
pokemon(21) 4 poliwag(base) 3 poliwhirl(2 neo discovery and 1 base) 2 poliwrath (base) 2 qwilfish (neo revelation) 3 dratini(rocket) 3 dragonair(base) 2 tyrogue (discovery) 1 smeargle (destiny) 1 cleffa(promo)
trainers(19) 2 prof.oak 4 energy removal 4 super energy removal 2 double gust 1 pokemon breeder fields 1 healing field 1 computer search 1 gold berry 1 super potion 1 prof. elm

Drop the frogs and stick in Dark Vaporeon, make room for darkness energies and Rocket's Hideout gym. I tried to keep your count close to what you originally posted and also balance out your trainers. Personally, I'd drop the Quilfish and put in a couple more trainers - maybe Lass or add another gust of wind and Oak, maybe a couple of traders, bill - you get my drift. Quilfish is ok but the trainers will get you there faster.
energies(18) 12 water 3 double colorless 3 Darkness energy
pokemon(21) 4 Evee (you pick) 4 dark vaporeon 2 qwilfish (neo revelation) 3 dratini(rocket) 3 dragonair(base) 2 tyrogue (discovery) 1 smeargle (destiny) 2 cleffa(neo genesis)
trainers(21) 3 prof.oak 3 energy removal 3 super energy removal 2 gust of wind 2 Rockets Hideout 3 computer search 2 Focus band 3 Item Finder
