ok, if u want a quick fire deck with ninetails, use this. it is for modified:

3x Ninetails (LC)
3x Vulpix (LC)
3x Entei (howl)
3x Cleffa
2x Iggly (promo)
2x tyrogue (genesis)
2x wooper (genesis)

17x fire

3x bill
3x elm
2x oak's research
3x trader
2x scoop up (in case u wanna use howl again on entei)
2x new pokedex (to be sure u wanna use howl)
3x gold berry
2x double gust
2x elm's trainer method
1x time capsule
2x copycat

this is for modified, hope it works for you. this is my friend's deck, he does pretty well with it.
