Not bad for a beginning.

You have the concept of multiple cards and building a strong evo line.

Now, you have too much energy and not enough drawing or search trainers. Put in some trainers like Prof Elm that will let you get a new hand. Trainers like Pokemon Trainer or Pokemon Fan Club that will help you find and get out your Pokemon. There's no point in having two Breeders for the 1 Charizard you have in your deck. By the time you draw your Charizard, you'll have a Charmeleon already in play, ready to evolve.
So, either add more Charizards or some cards that will let you pull it out of your deck, such as Pokemon Breeder Fields or Prof Elms Training Method.

You can start how many people started, with 20 energies. Wiz is right on with draw power (to start, 4 Professor Elm is a must. Also, if you are planning to use an Arcanine, you may want to put in more than 1. Finally, remember that fire PKMN use up plenty of energies, so starting with Energy Stadium is a good idea. Have fun! Everyone loves Fire PKMN (if they're controlling it).

"Dark Alley" Ver 1.4 (Bench ATK)

Hypno/ D. Gengar

Gengar/ Mewtwo EX

I can see you're next move... and it won't work.
