What's a modular deck? It's a deck where some cards can be swapped in out based on the local metagame. Take a look:
Light at the End of the Tunnel v. 1.5
Pokémon: 14 3x Psyduck (Fossil/Promo-I prefer Fossil as it makes people think more of the Fossil Golduck) 3x Light Golduck 3x Ledyba (Genesis) 3x Light Ledian 2x Cleffa (Neo Genesis-seeing as how you all insist it's needed) Modular Pokémon: 5 2x Tyrogue 2x Pichu (Neo Genesis) 1x Unown M
Trainers: 15 4x Elm 4x Bill 4x Trader 3x Double Gust Modular Trainers:8 2x Pokémon Tower (Doesn't hurt the deck or help the opponent) 2x Gold Berry 2x Potion 2x Focus Band
Energy: 12 6x Grass Energy 5x Psychic Energy 1x Miracle Energy Modular Energy: 6 4x Rainbow Energy 2x Full Heal Energy
The deck as presented here is the base state. The core is crearly defined and separated from the modular portions (of course, feel free to fiddle with the core as much as you want-this division is for reference only). By removing and adding cards, one can effectively counter a wide range of decks.
Modular Pokémon: The base state is designed to counter an environment littered with Pokémon Powers and the deck's single biggest threat-Ampharos. Should these threats not exist in your area, you can exchange these cards for a wide array of choices based on what types are prevelant in your area. For example, if psychic-weak Pokémon were big in your area, you could consider Sabrina's Abra (GC/Promo). As for the Unown, it could be swapped for N or D, or for a fourth Double Gust.
Modular Trainers: Chaos Gym may be gone, but Rocket's Hideout remains. You'll need some sort of Gym to counter. The defensive trainers can be adjusted according to the size of attacks-big attacks means use more bands, smaller attacks means throw in some more potions and gold berries.
Modular energy: Rainbow energy has two purposes: Using Psyduck's Fury Swipes (rare), and triggering Gold Berries (common). Adjust as needed. Full Heal Energy's need (or in some cases lack thereof) should be fairly obvious. You can either take these cards out and replace them with Grass and Psychic Energy, or throw in more trainers.
Now, one thing I really like about this deck is the synergy between Light Ledian and Light Golduck. Light Ledian is weak to Fire-Lt. Golduck counters that. Metal Pokémon resist Grass-Light Golduck can deal with that as well.
