You need double gust and either gold berry or focus band.
Would make your Nidoking 2/2, your cleffas NG, your scythers promo, and add in at least one warp energy, and consider a crystal energy or two as well. I do not know your style of play, so it is hard to tell you what to remove.
Deck looks solid in many other facets. I too am a Nidoking player! I just go straight AQ! The beast is hard to beat!

i actually just built this with the cards i have. the cards in the RockGarden theme deck are the only Aquapolis cards i have.

i'll take out:
3 LC Nidoking
1 Town Volunteers
2 Heal Powder
and put in:
3 AQ Nidoking
1 Switch
1 Pokemon fan club
1 Forest Gaurdian
i think 4 AQ Nidoking will be hard to beat.
