I'll make it quick:
15 Pokemon
4 Squirtle (TR) 2 Dark Wartortle 3 Dark Blastoise 3 Cleffa 2 Pichu 1 Porygon (TR)
28 Trainer Cards
4 Elm 4 Wrath 4 Double Gust 4 Focus Band 3 TR Hideout 3 Pokemon Trader 2 Pokemon Breeder 2 Bill 2 Time Capsule
17 Energy Cards
15 Water Energy 2 FHE
Well, the goal is a turn 2-3 dark blasty, and hopefully I'll pound on 'em so hard + fast they can't recover. Porygon is proven anti-steelix tecH, 2 bills is all I had room for, and everything else is really self explainatory.
This is just a rough draft of the deck, I don't have to build it till next saturday morning, so I figure I can get some input from you all before I do.
Thanks to anyone who replies.

u dun think so?
I hate to say this, but I'm going to have to respectfully disagree with everything you just said.
4 Elms and 4 Focus Bands are needed, in every deck in MF...always and forever.
Steelix is becoming more and more popular around here, and w/o my tecHed porygon, I'm sittin there hydrocanning for a few points of damage every turn, while I trigger their berries, and get crushed. If they have a 3 Metal Energy Steelix, I convert them, and Still hydrocannon for 110.
As for trader vs. the bosses way, both are cool, and the bosses way does have a hidden drawback. It can't get me basics. I can always trade for my tecHed porygon, or a squirtle, or a cleffa if I need it. And so far, the whole having a pokemon in the hand thing hasn't been a problem for me...there's usually part of an evo chain or a random cleffa in my hand after an eeeeeek/elm.
NGR Vs. TC, Again, both cool, yours has no drawback, mine's more potent and has one. Well...it's like this...in your deck, would you rather run 2 ER or 2 SER? It's pretty much the same thing here. 2 TC = 3 NGR. If they get to use it too...I don't really care...as long as it keeps me from decking, and returns the squirtle line to the deck for me to trader for.
While bill is nice, and mulitples are even nicer, it's not ESSENTIAL to win. If the deck was 62 cards, the other two would be bills.
Well...umm...thankx for trying to help anyway...
anybody else?

I'll give it a shot - pretty hard to do with such a lean deck. Concept is good - a lotta hurt real fast. I thinned the trainers a tad to make room. Since you have Cleffa - use the traders to get one for your card drawing (offsetting the loss of an Elm, a Bill and a Wrath). An xtra Porygon to lessen the odds of getting the "it was in my prizes blues". Added Darkness energy to help one-hit the new wave of 80 and 90 HP Pokemon. Personally I'd think about taking out even 1 more Wrath for 1 more RH gym - too many people like to knock these out for Dark Pokemon. Hope this helps!
16 Pokemon
4 Squirtle (TR) 2 Dark Wartortle 3 Dark Blastoise 3 Cleffa 2 Pichu 2 Porygon (TR)
24 Trainer Cards
3 Elm 3 Wrath 3 Double Gust 3 Focus Band 2 TR Hideout 3 Pokemon Trader 3 Pokemon Breeder 2 Bill 2 Time Capsule
20 Energy Cards
15 Water Energy 2 FHE 3 Darkness energy

continuing from ScythKing's fix, which i really like, i still have to make a few adjustments:
Pokemon (16): 4 Squirtle 2 Dark Wartortle 3 Dark Blastoise 3 Cleffa 2 Pichu 2 Porygon (TR)
Trainers (24): 4 Focus Band 4 Double Gust 3 Elm 3 Misty's Wrath 3 Breeder 3 Trader 2 TR's Hideout 2 Time Capsule
Energy (20): 15 Water 3 Darkness 2 FHE
i just read in an informative article from PTCO that Bill isn't all it's cracked up to be, and since ur running only 2 Bill, which IMO is too little to have a big effect on ur draw style and play, i took both out and maximized Focus Band (necessary) and Double Gust (invaluable). also, ScythKing's adding of 1 more Porygon is very good coz as Steelix tech, u need more than 1 just in case it is in ur prizes, or it's KOed right away.
-------------------- that was my 2 cents. don't steal it or anything, it's just 2 cents, nothing more...

I think the suggestions so far are good, but I really do worry about the electric weakness. Is there a way to fit a Pokemon with resistance?
I am not sure that the 2 Pichus are worth playing. I know that you have to powers, but you need at least 3 to make it part of your strategy and Scoop Up has limited the power of Pichu.
I have tried to play Porygon against Steelix as well and I don't think it works well enough (and you do need two). Steelix desks run 4 Double Gust (or perhaps Warp Point) and may even play Balloon Barry, so they just retreat (My son and I tested Porygon a lot against Steelix when he built his Kingra Deck).

4 Elm 4 Wrath and 4 Focus band is needed . but if you play 3 bill also IMO , pokemon trader is not needed .
- 3 Pokemon trader + 1 bill
and IMO another attacker would help alot maybe Wooper ... Rocket's Zapdos although rarley played could do some damage to this deck .
so possibly + 2 Wooper

Hey Sandshrew, Minor fix, but here is my take. I do not use hideout unless I hae a way to get rid of some damage after a successful focus band. Otherwise, my opponent can gym me to death! I like nrg stadium. It lets you run less water and gives you room for electric tech like tyrogue.
17 Pokemon 4 Squirtle (TR) 2 Dark Wartortle 3 Dark Blastoise 3 Cleffa 2 Pichu 1 Porygon (TR) 2 tyrogue
28 Trainer Cards
4 Elm 4 Wrath 4 Double Gust 4 Focus Band 3 nrg stadium 3 Pokemon Trader 2 Pokemon Breeder 2 Bill 2 Time Capsule
15 Energy Cards
12 Water Energy 3 FHE PsYcOdAd
