Yeah, you might want to base your deck a little better around your stratagy. You only did one thing that I could see: You put in multi copies. Add some Pokemon March, Good Manners, replace Item Finder with Comp. Search, anything that'll let you get them out. Otherwise, that's good .
Put in one more Dratini, just to strenghten your evolution. I'd go with Rocket, and add some DCE. Take out Iggly, there's just one. If you're using Cleffa Bill (Eek) switch to Cleffa Elm, for a little more drawing power (Slowking). If you're playing Cleffa Elm (Eeeeeeeeeeek), you're fine. Yeah, you're right. It's a pretty cool deck. Oh, and remember the first thing I said. The Mods'll get on you for that.

well Technically, Dragonite's power turns DCE into a colorless energy and shuts off it's effects, but since it has no effects and it's already colorless, it's unaffected. It still provides 2 since it's stated in the top left of the card.
Add 1 miracle energy, if dragonite is active, it doesn't get discarded since its effect is shut off. It's like playin 5 DCE...
