Ok, here is the mad strategerie:
Put rainbows on the aq pluffs to trigger their power, or just use zap(also works well against magcargo, main reason i run 3 pichu). Rainbow nrgs can also be dropped onto the woopa enabling me to amnesia(the most annoying attack EVER). I need to figure out how to fit in at least 2 pokemon fanclubs into the deck. Thx in advance

Well you already know what changes I would make to the deck, so I'll just reiterate them.
1 wooper(neo 1)

2 cleffa(neo 1) (you really don't need to run 3 imo)

3 breeder (you already know that this is personal preference)

1 pokemon fan club (if you really want to play 2 you could drop the gold berries for 1 focus and fan club)
