I think I know why... the reconstructed decks. The aren't very good (read: terrible), and sometimes containe 28 energies, for one or two types!! Yowza!! Well, here is what I think should be a good amount of Energies for each number of types in your deck(not including Colorless, Dark, and Metal. Having any of them would either hardly add any or none to your deck).
1 Type--9 Energies 2 Types--18 Energies 3 Types--25 Energies 4 Types--32 Energies 5 Types--36 Energies 6 Types--42 Energies
Now that is when you will say "Newbie!! Look how many energyies he wants in his decks!! 42!!" Well, first of all, I would never have 6 types in my deck. Second, most of you would agree with 9 energies for one type. Now,, why don't you agree with 8 Energies for each of 4 types? Especially if the Pokemon in those types need energy of their type? Here's how people look at it.
People fill up that "extra energy space" with draw power. With great amount of draw power, you can get that energy easily without restraint.
In modified, you have regular decks featuring 3-4 Cleffa, 4 Elm, 4 Wrath, 3 Sabrina's Gaze, 4 Erika (with I.O.R.) etc.
With deck replenishing cards like Nightly Garbage Run and Time Capsule, and stadium cards like Energy Stadium, there is no problem with retrieving one of your 14 energy cards.
In MF², with a draw engine to the likes of 4 Elm, 4 Bill, 3 Bill's Teleporter/Mary, 4 Cleffa, I've never had a problem drawing energy with a deck containing less than 16.
You rarely see any decks playing 3 or more types. I've never seen a deck playing more than 4.
As for WotC premade decks, I really feel there needs to be a change in how they are constructed. Or another level added. That might work better.
Move up to the "Intermediate" or "Expert" level on preconstructed decks. These decks should feature your average tournament deck sort of layout. Each WotC deck contains about 3 rares, so maybe those should be focused on a line. Like with the LC turmoil deck that contains Dark Blastoise. They could have cut the Dark Raichu and Magneton lines, and add 4 Squirtle, 3 Wartortle, 3 Dark Blastoise. Fill the rest other Lightning type commons/uncommons. Energy could be at a moderate 18, and the decks could feature some more draw. 4 Bill, maybe 2 elm? a few double gust? I wish WotC would create a precon like this. It would open up to more new players to see how a properly constructed and focused deck works. Well, I drifted off of topic there. I apologize.
